Petroleum and Cement Terminal

Port of Alaska completed the new Petroleum and Cement Terminal (PCT) in 2022.

The PCT is a pile-supported dock located south of the existing terminals and adjacent to Alaska Basic Industries’ (ABI) cement storage dome. It replaces the Petroleum Oil Lubricants Terminal 1 (POL1), one of Port of Alaska’s two petroleum terminals and Alaska’s only dock equipped with a pneumatic, bulk cement unloading and transfer system. Built in 1965, the original structure was severely corroded and suffered significant structural damage during a magnitude 7.1 earthquake on November 30, 2018.

Completion of this terminal represents a significant milestone in the PAMP. The new PCT is the first terminal completed and ensures Port of Alaska can meet Alaska’s fuel and cement needs. The PCT was completed using a combination of Port of Alaska, state, and federal funds.
